Bangladesh Replaces Controversial RAB: Is the New SRB Truly Different?
Bangladesh’s Cabinet recently approved a law to create a new force. This force is called the Special Response Battalion (SRB). It will replace the Rapid Action Battalion (RAB). RAB has faced serious accusations for many years. These include claims of human rights abuses, secret detentions, and extrajudicial killings.
Home Minister Salahuddin Ahmed said the new law abolishes RAB. He stated that the SRB is a completely new battalion. He believes the country needs such a force. The SRB will tackle new crimes like cybercrime and drug offences. The Minister also said the new law improves accountability and transparency.
However, human rights activists are questioning this change. M Nur Khan said the new law offers nothing new. He believes the old structure and powers remain. This means the SRB could become another dangerous force. Justice Moyeenul Islam Chowdhury also spoke out. He said that any specialized force should only have police personnel. He believes including armed forces members can harm their reputation.
The new law states that all of RAB’s assets will transfer to the SRB. This includes funds, property, and records. Current RAB officers and employees will also join the SRB. Importantly, the SRB law still allows members from the armed forces to join. This was a key point of criticism against RAB.
The SRB will have powers to investigate crimes and make arrests. It can also seize property. The law allows the SRB to have its own detention and interrogation rooms. This is concerning due to RAB’s past actions. The SRB law also introduces a Complaints Redress Committee. This committee will handle public and internal complaints. However, four out of five members will be government officials. Critics worry about its ability to act independently.
Many people, including the United Nations, had asked for RAB to be abolished. The United States also placed sanctions on RAB officers in 2021. The government says the SRB brings necessary changes. But critics believe it is largely a rebranding. They question if it will end past abuses or truly change how the force operates.
